Notice on Relevant Matters in respect of Root-seeking Visits to Child Welfare
Institutions by Foreign Adoptive Families
To adopted children, foreign adoptive parents and root-seeking service providers,
As the children adopted by foreign adoptive families grow up, more and more families want to come to China for roots seeking and visit
the child welfare institutions where their children used to live. According to the requirements of the Notice of the Ministry of Civil Affairs
on Further Improving the Reception of Foreign Adoptive Families' Root-seeking Visits to Child Welfare Institutions and in order to meet
adoptive families' desire, and further improve the root-seeking service, we hereby notify as follows:
I. Adopted children, foreign adoptive parents and root-seeking service providers should submit their root-seeking application to the relevant
authority listed on the List of Civil Affairs Departments/Bureaus in charge of receiving root-seeking application (please see Annex 1).
II. When filing an application, applicants should submit the Welfare Institution Visit Application Form (please see Annex 2), Adoption
Registration Certificate copy and passport copies of the adoptive parents, adopted child and accompanying person.
III. The civil affairs departments/bureaus, on receiving root-seeking applications, will review the submitted Welfare Institution Visit
Application Form and the related files, and inform applicants of the verification results within 10 days of receiving the application.
IV. Applicants should arrange their root-seeking itinerary in accordance with the authority's verification results. The person who visits the child welfare institution should be the same as the person stated on the application files.
